Background
BCHR is a leading national non-governmental humanitarian agency with a global mission to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities. As a non-profit organization, BCHR has been providing health, nutrition, food security, and protection services in Yemen since 2015, operating in complex and conflict-affected environments.
1. Project Background
The project aims to support the economic empowerment of rural women and their communities by improving access to livelihoods, strengthening women’s economic participation, supporting practical skills development, and helping project participants engage more effectively in local economic opportunities.
The project also seeks to support better activity design, stronger technical quality, and more practical links between project activities and expected outcomes.
2. Overall Purpose of the Position
The Technical Advisor will provide technical advisory support to BCHR at the project and activity level.
The purpose of the role is to help ensure that project activities are well designed, clearly sequenced, technically sound, realistic, and relevant to the project objectives and local context.
The Technical Advisor will support the Project Manager through written technical inputs, practical recommendations, activity-level technical plans, tool reviews, and technical quality feedback.
This is an advisory role only. The Technical Advisor does not manage project implementation and does not make operational, financial, procurement, HR, or beneficiary-selection decisions. |
3. Key Responsibilities
3.1 Technical Planning and Activity Design
1. Prepare technical advisory plans for project activities as requested by the Project Manager.
2. Review activity objectives and provide advice on how each activity can better contribute to the project outcomes.
3. Support the translation of project outputs into practical activity-level plans.
4. Provide advice on the sequencing of activities to ensure that activities are logically connected and implemented in a realistic order.
5. Identify technical gaps in activity design and suggest practical improvements.
6. Provide written recommendations to improve the clarity, feasibility, and quality of activity plans.
3.2 Technical Quality Review
1. Review technical tools, training materials, curricula, templates, forms, and activity guidance documents.
2. Provide written technical feedback on the quality, relevance, and usability of project tools.
3. Support the development or improvement of activity-level quality standards.
4. Review training and capacity-building approaches and suggest improvements where needed.
5. Provide technical input on selection criteria for trainers, facilitators, training centers, or similar technical service providers, when requested.
6. Review business plan tools, readiness criteria, assessment forms, monitoring logs, and similar activity-level tools.
7. Assess whether project tools are suitable for the target participants, local context, and activity objectives.
3.3 Technical Advice on Economic Empowerment Activities
1. Provide technical advice on economic empowerment activities within the project scope.
2. Review whether proposed activities are realistic, practical, and suitable for rural women and their communities.
3. Provide recommendations to improve the added economic value of project activities.
4. Support the improvement of approaches related to livelihoods, entrepreneurship, vocational training, financial readiness, or small business support, where relevant to the project.
5. Advise on how activities can better consider participants’ capacities, local market conditions, gender sensitivity, and sustainability.
3.4 Technical Risk Review
1. Identify technical risks that may affect the quality or effectiveness of project activities.
2. Support the preparation and updating of an activity-level technical risk matrix.
3. Review field observations, activity reports, or technical updates and identify issues that require attention.
4. Provide practical recommendations to address technical gaps, weak readiness, unclear tools, unrealistic assumptions, or poor activity sequencing.
5. Follow up on agreed technical recommendations and document pending issues.
3.5 Technical Review of Reports and Outputs
1. Review selected technical reports or activity outputs when requested.
2. Provide feedback on clarity, consistency, technical accuracy, and quality of analysis.
3. Identify missing information, weak recommendations, or unclear links between findings and actions.
4. Contribute short technical inputs that help improve activity reporting and learning.
5. Support the documentation of lessons learned and good practices from project activities.
3.6 Technical Coordination with the Project Manager
1. Coordinate directly with the Project Manager to agree on technical support priorities.
2. Provide technical inputs in writing unless otherwise agreed.
3. Support the technical preparation of activity discussions, planning sessions, tool reviews, or problem-solving meetings.
4. Organize technical notes, feedback, recommendations, and follow-up points in a clear and traceable manner.
5. Provide short technical summaries when needed to support internal project discussions.
4. Role Boundaries
The Technical Advisor’s role is limited to project-level and activity-level technical advisory support.
The role does not include:
1. Managing or implementing project activities.
2. Supervising project staff, field teams, trainers, facilitators, suppliers, or service providers.
3. Selecting, approving, registering, verifying, or excluding beneficiaries.
4. Managing MEAL data or owning official monitoring data.
5. Approving payments, budgets, procurement actions, contracts, grants, or financial support.
6. Making HR, finance, procurement, compliance, or operational decisions.
7. Representing BCHR externally unless specifically authorized in writing.
8. Taking final decisions on activity design or implementation.
Final decisions and implementation responsibilities remain with BCHR management and the authorized project team. |
5. Expected Deliverables
The Technical Advisor is expected to provide the following deliverables, as agreed with the Project Manager:
1. A project-level technical advisory plan showing priority areas, methodology, timeline, and expected outputs.
2. Activity-level technical advisory plans when required.
3. Written technical feedback on activity plans, tools, training materials, forms, or methodologies.
4. Improved or newly developed technical tools, templates, checklists, or quality review forms when needed.
5. Activity-level technical risk matrix and related updates.
6. Periodic technical recommendations to address challenges and improve activity quality.
7. Technical review notes on selected reports or key activity outputs.
8. Short technical summaries covering observations, risks, recommendations, and follow-up points.
9. Monthly technical advisory report, or as agreed, summarizing support provided, key issues, recommendations, and pending actions.
10. Final or interim technical advisory report highlighting key observations, gaps addressed, lessons learned, and recommendations for the next phase.
6. Required Qualifications and Experience
6.1 Educational Qualifications
University degree in development, project management, economics, business administration, livelihoods, agriculture, social sciences, gender, or a related field.
6.2 Work Experience
1. At least 5–7 years of experience in designing, managing, or providing technical support to humanitarian or development projects.
2. Practical experience in livelihoods, economic empowerment, entrepreneurship, vocational training, financial inclusion, small business support, or value chain-related activities.
3. Experience providing technical or advisory support to donor-funded projects.
4. Experience reviewing or developing work plans, implementation tools, training materials, monitoring forms, assessment tools, or technical reports.
5. Experience working with local or international organizations.
6. Experience working in the Yemeni context and rural communities is preferred.
7. Required Skills
The Technical Advisor should have:
1. Strong technical writing and analytical skills.
2. Ability to translate project objectives into practical activity-level plans.
3. Ability to review tools, reports, and methodologies and provide clear written feedback.
4. Good understanding of livelihoods and economic empowerment programming.
5. Good understanding of gender-sensitive and context-sensitive programming.
6. Ability to identify risks and propose practical solutions.
7. Strong coordination and communication skills.
8. Ability to work independently and deliver clear outputs within agreed timelines.
8. Working Modality
The Technical Advisor will work based on agreed tasks, timelines, and deliverables.
The role may include document review, technical planning, remote or in-person discussions, written feedback, technical reporting, and activity-level advisory support.
The level of effort, working days, and reporting schedule will be agreed with BCHR according to project needs.
