1. Organizational Context & Background
BCHR is a leading national non-governmental humanitarian agency with a global mission to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities. As a non-profit organization, BCHR has been providing health, nutrition, food security, and protection services in Yemen since 2015, operating in complex and conflict-affected environments.
2. Purpose of the Position
The MEAL Assistant is a critical technical role responsible for ensuring that BCHR's livelihood and agricultural projects in Taiz are implemented effectively, efficiently, and accountably.
MEAL Assistant will design and implement robust monitoring and evaluation frameworks, collect and analyze qualitative and quantitative data, and ensure that beneficiary feedback is actively sought, recorded, and responded to. The ultimate purpose is to measure project impact, document lessons learned, and promote a culture of accountability to both beneficiaries and donors.
3. Core Duties & Responsibilities
A. Monitoring & Evaluation (M&E)
· Assist in the development of M&E plans, including logical frameworks, performance indicator tracking tables, and data collection schedules aligned with project objectives and donor requirements.
· Design, test, and refine output and outcome-level data collection tools (e.g., household surveys, focus group discussion guides, key informant interview questionnaires, post-distribution monitoring forms).
· Conduct regular field visits to project sites to collect primary data through surveys, FGDs, KIIs, and direct observations. Analyze both qualitative and quantitative data to assess project performance against targets.
· Compile, review, and validate all field reports and data submissions to ensure accuracy and alignment with project targets. Prepare and submit monthly M&E reports, performance indicator tracking tables, and quarterly donor reports to the MEAL Manager.
· Track the project process to ensure that intended outputs are being produced efficiently and that activities are on schedule. Support the Project Manager in running review meetings and compiling follow-up action points.
B. Accountability to Affected Populations
· Establish, manage, and maintain a community-based Complaints, Feedback, and Response Mechanism (CFRM) that allows beneficiaries and community members to provide feedback, raise concerns, or report grievances confidentially and safely.
· Support program staff in developing and disseminating information, education, and communication (IEC) materials to ensure beneficiaries are fully aware of their rights, project activities, and how to provide feedback.
· Conduct regular accountability assessments to measure beneficiary satisfaction and identify areas for improvement in project delivery.
· Referral & Response: Ensure that all feedback and complaints are appropriately documented, categorized, and responded to within established timelines, referring sensitive issues (e.g., PSEA, protection) to the appropriate focal points.
C. Learning & Documentation
· Identify, document, and share lessons learned, best practices, critical success factors, and opportunities for improvement throughout the project cycle.
· Assist in the development of case studies, success stories, and other communication materials to showcase project impact and inform advocacy efforts.
· Contribute to the project's knowledge management system by ensuring that all M&E data, reports, and learning documents are properly archived and accessible.
· Support the MEAL Manager in planning and implementing mid-term and final evaluations, including coordinating with external evaluators and providing necessary logistical support.
D. Coordination & Capacity Building
· Collaborate closely with program teams (Livelihood Officer, Field Assistants) to ensure M&E activities are integrated into project implementation and that staff understand M&E requirements.
· Provide on-the-job training and technical support to field staff on data collection methodologies, tool usage, and reporting standards.
· Represent BCHR in MEAL-related coordination meetings and clusters at the field level as required.
4. Reporting & Communication
· Submit weekly field visit reports, monthly M&E progress reports, and quarterly performance indicator tracking tables to the MEAL Manager (copying the Project Manager).
· Maintain clear and timely communication with the program team, flagging any data discrepancies, emerging risks, or protection concerns observed in the field.
5. Key Qualifications & Competencies
· Education Bachelor’s degree in Statistics, Economics, Social Sciences, Development Studies, or a related field. A postgraduate diploma in M&E is an advantage.
· Experience Minimum 2-3 years of proven experience in M&E within humanitarian or development settings.
· Technical Skills Strong knowledge of both qualitative and quantitative data collection and analysis methodologies. Proficiency in data analysis software (e.g., SPSS, STATA, or Excel advanced functions) and data collection tools (e.g., Kobo Toolbox, ODK). Excellent report-writing skills in English.
· Soft Skills Strong attention to detail, organizational skills, and time management. Ability to handle multiple tasks simultaneously in a fast-paced environment and meet tight deadlines. Excellent verbal/written communication and interpersonal skills. Ability to work independently and as part of a team.
· Language Fluency in Arabic and English (written and spoken) is mandatory for report writing and donor coordination.
· Compliance Must adhere to BCHR’s Code of Conduct, PSEA (Protection from Sexual Exploitation and Abuse), Child Safeguarding, and Data Protection policies.
6. Working Conditions & Environment
· The position is based in Taiz with frequent travel (up to 50-60%) to project sites in Al-Turbah and surrounding remote areas.
· The MEAL Assistant must be willing to work in a challenging security context and under physically demanding conditions.
· Flexibility to work beyond regular office hours when required for field activities or reporting deadlines.
