1. Organizational Context & Background

BCHR is a leading national non-governmental humanitarian agency with a global mission to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities. BCHR is a non-profit organization providing health, nutrition, food security, and protection services in Yemen since 2015. 

2. Purpose of the Position

Under the direct supervision of the Project Manager, the Livelihood Officer will lead the technical implementation of agricultural and livelihood projects in Taiz Governorate.

The primary purpose is to restore community stability through sustainable agricultural interventions, income-generating activities, and capacity building, ensuring that project goals are met on time, within budget, and in compliance with BCHR and donor standards.

3. Scope of Work & Core Duties

The Livelihood Officer is responsible for the technical and operational management of the livelihood portfolio.

A. Project Implementation & Technical Oversight

· Oversee the day-to-day execution of livelihood activities as per the project action plan (work plan).

· Conduct frequent field visits to Al-Turbah and targeted areas to monitor progress, ensure quality control, and provide on-site technical guidance.

· Design and implement climate-smart agricultural interventions, including the distribution of seeds, tools, and fertilizers, focusing on self-sufficiency and food security.

· Identify and design interventions that link the restoration of essential services (e.g., water for irrigation) with livelihood opportunities to enhance community stability.

B. Beneficiary Management & Needs Assessment

· Lead the identification, verification, and registration of target beneficiaries in coordination with local authorities and community committees.

· Ensure the selection process is transparent and prioritizes the most vulnerable households (elderly, female-headed, and displaced households).

· Conduct needs assessments and baseline surveys to inform program design and adaptation.

C. Capacity Building & Training

· Develop technical training modules and conduct training for beneficiaries on sustainable farming practices, post-harvest handling, and income-generating activities.

· Train project staff, volunteers, and local partners on skill-based, innovative sustainable livelihood community models.

· Build the capacity of partner communities to manage economic livelihoods independently.

D. Resource & Procurement Management

· Ensure the effective use of project assets, financial resources, and materials according to BCHR and donor regulations.

· Manage the procurement pipeline for agricultural inputs, ensuring timely delivery and proper documentation.

· Monitor the distribution and utilization of resources by beneficiaries to ensure accountability.

E. Coordination & Representation 

· Facilitate stakeholder engagements with critical development actors, local authorities, and community leaders.

· Liaise with the Logistics and Finance departments internally to ensure smooth program operations.

· Represent BCHR in cluster meetings (e.g., Food Security and Agriculture Cluster) and coordination forums at the field level.

4. Reporting & Communication

· Reporting: Compile and submit regular updates to the Project Manager, including weekly reports, monthly progress reports, and quarterly donor reports.

· Documentation: Document lessons learned, challenges, and success stories to inform future programming and advocacy.

· Data Management: Ensure accurate data collection and entry into the M&E system, contributing to outcome-level reporting.

5. Team Management

· Supervise and provide technical guidance to field assistants and volunteers.

· Conduct regular performance appraisals for direct reports in line with BCHR’s HR policies.

· Foster a positive team environment that promotes learning, accountability, and high performance.

6. Key Qualifications & Competencies

·      Education Bachelor’s degree in Agriculture, Development Studies, Environmental Science, or a related field.

·      Experience Minimum 3-5 years of progressive experience in implementing agriculture and livelihood projects in a humanitarian or development context. Experience in conflict-affected areas (Yemen) is essential. Experience with Cash Transfer Programs is highly valued.

·      Technical Skills Strong understanding of Project Cycle Management (PCM), Monitoring & Evaluation (M&E), and reporting. Proficiency in MS Office (Word, Excel, PowerPoint) and data collection tools (KoboToolbox, ODK).

·      Soft Skills Excellent communication, interpersonal, and problem-solving skills. Ability to work independently and under pressure. Strong negotiation and stakeholder management skills.

·      Language Fluency in Arabic and English (written and spoken) is required.

·      Compliance Must adhere to BCHR’s Code of Conduct, PSEA (Protection from Sexual Exploitation and Abuse) policies, and Child Safeguarding policies.
