Program / Department Summary:
Mercy Corps Yemen is supporting the Cash Consortium of Yemen
(CCY) FCDO-funded FSSN project, which aims to protect lives, preserve dignity,
and strengthen the coping capacity of crisis-affected households through
multipurpose cash assistance (MPCA), Cash plus/livelihoods pathways, referral
linkages, and accountability systems. The project supports highly vulnerable
households across priority districts in Yemen through harmonized targeting,
verification, registration, distribution, monitoring and reporting approaches.
Mercy Corps works closely with consortium partners, local authorities,
community structures, financial service providers, MEL, CARM, Operations,
Finance and support teams to ensure timely, safe, accountable and
well-documented delivery of field and office activities.
General Position Summary:
The Field Assistant will support day-to-day implementation of project field and
office activities for a six-month full-time assignment. The role will
participate in community sensitization, household assessment, verification,
registration, distribution support, post-distribution follow-up, monitoring,
data entry, filing, reporting and coordination with internal support teams. The
Field Assistant will work directly with communities and program participants
while maintaining Mercy Corps standards on safeguarding, accountability, data
protection, security and documentation.
Essential Job Responsibilities
PROGRAM IMPLEMENTATION
- Support
planning and implementation of field activities in coordination with the
supervisor and project team.
- Conduct
community engagement, mobilization and sensitization sessions to explain
project objectives, activities, selection criteria, distribution
processes, feedback channels and participant rights.
- Assist
with household assessments, vulnerability verification, participant
registration and updating of beneficiary information in line with Mercy
Corps and donor guidance.
- Support
field distributions and/or cash transfer activities, including crowd
management, participant guidance, attendance checks, documentation and
issue escalation.
- Ensure
participants can access clear project information and available
Information, Education and Communication (IEC) materials.
- Follow
agreed workplans, SOPs and donor requirements, and immediately report
operational delays, access constraints or implementation risks.
DATA MANAGEMENT, DOCUMENTATION AND REPORTING
- Enter,
clean and update project data accurately using approved tools and
databases, under the guidance of the supervisor and MEL/Information
Management team.
- Maintain
complete, organized and confidential hard-copy and soft-copy files for
assessments, registration, distribution, monitoring and follow-up
activities.
- Prepare
and submit timely field activity reports, distribution reports, attendance
sheets, field notes, success stories and lessons learned as requested.
- Support
data verification, cross-checking and reconciliation processes, including
review of participant lists and supporting documents.
- Protect
participant data and sensitive information in accordance with Mercy Corps
data protection, safeguarding and confidentiality requirements.
MONITORING, ACCOUNTABILITY AND COMMUNITY FEEDBACK
- Support
baseline, post-distribution monitoring, endline and other monitoring
activities as required by the project.
- Inform
participants and community members about available CARM channels and
support safe, confidential referral of feedback and complaints to the
responsible team.
- Assist
in documenting community concerns, access issues, inclusion/exclusion
risks and field observations for timely follow-up by the project team.
- Engage
respectfully with women, men, youth, older persons, persons with
disabilities and marginalized groups, ensuring inclusive and safe access
to project information and activities.
COORDINATION AND TEAM SUPPORT
- Coordinate
closely with program, MEL, CARM, Operations, Finance, Logistics, Security
and other relevant teams to ensure field activities are well prepared and
documented.
- Support
preparation and follow-up of field movement plans, procurement requests,
payment/distribution documentation and other operational needs.
- Participate
in regular team meetings, planning sessions and debriefs, and provide
practical feedback from the field to improve implementation quality.
- Work
constructively with other sector teams and consortium partners to avoid
duplication and support coherent assistance to participants.
SECURITY
- Comply
with Mercy Corps security procedures, movement plans and guidance from
country and area leadership.
- Monitor
and report changes in the local security context, access constraints,
incidents and community tensions to the supervisor and Security Focal Point.
- Maintain
professional conduct at all times and ensure field work is implemented in
a safe, respectful and conflict-sensitive manner.
SAFEGUARDING RESPONSIBILITIES
- Actively
learns about safeguarding and integrates it into their work, including
safeguarding risks and mitigations related to their area of work.
- Practices
the values of Mercy Corps including respecting the dignity and well-being
of participants and fellow team members.
- Encourages
openness and communication in their team; encourages team members to
submit reports if they have any concerns using reporting mechanisms e.g.,
Integrity Hotline and other options.
Supervisory Responsibility: none.
Accountability
- Reports
Directly To: FSL officer
- Works
Directly With: Program teams, Cash/MPCA team, MEL, CARM, Operations,
Logistics, Finance, Security, Grants and Reporting, community structures,
local stakeholders, financial service provider representatives and other
relevant project teams.
Minimum Qualification & Transferable Skills
- Diploma
or university degree in Business Administration, Social Sciences,
Development Studies, Accounting, Finance, Information Management or a
related field.
- At
least two years of experience in field implementation, community
mobilization, assessment, registration, distribution support, monitoring
or data collection in a humanitarian or development program.
- Experience
working with vulnerable communities and ability to communicate
respectfully and clearly with participants and community representatives.
- Good
computer skills, including Microsoft Word, Excel, email and data entry
tools; experience with mobile data collection is preferred.
- Good
documentation, filing, reporting and follow-up skills with strong
attention to detail.
- Good
spoken and written Arabic required; basic working English is preferred.
- Ability
and willingness to travel regularly to project sites, including rural or
difficult-access areas, subject to Mercy Corps security guidance.
- Commitment

Success Factors
The successful Field Assistant will be organized, reliable and able to work
under pressure while maintaining accuracy and confidentiality. They will
demonstrate strong interpersonal skills, cultural sensitivity, patience with
participants, and commitment to teamwork and accountability. They will be able
to manage multiple field and office tasks, meet deadlines, communicate issues
early, and adapt to changing operational conditions. A high standard of
professional ethics, attention to detail, and willingness to travel to field
locations are essential.
Living Conditions / Environmental Conditions
The position is based in Taiz city and it requires frequent travel to support
country programs, which may include travel to insecure locations where freedom
of movement is limited and areas where amenities are limited. Housing for
this role is in individual housing and staff will have access to good medical
services and the living situation is of a high standard.
