PU-AMI: Mission, Reach, and Operations
Première Urgence - Aide Médicale Internationale (PU-AMI) is
an international, non-profit, non-political, and non-religious humanitarian
organization which aims to provide rapid global response to the basic needs of
populations affected by humanitarian crises to help them regain independence
and dignity. PU-AMI provides assistance to more than 6 million people
throughout 24 countries, with more than 2,500 staff worldwide. PU-AMI adopts an
integrated approach, to identify and understand the full array of the needs of
the people affected by crises. This innovative approach is at the core of every
PU-AMI-supported projects, to better target and prioritize actions, stabilize
and improve the situation of the most vulnerable groups. It allows the teams to
take all aspects of a problem into account, to come up with an efficient
combination of solutions, which will have a powerful and long-lasting impact on
the affected populations. In this respect, the organization runs worldwide
around 190 projects a year, most of which are focused on Health, Nutrition,
Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education
and Protection activities. PU-AMI is participating actively in clusters and
sub-clusters (health; nutrition ; food security and livelihoods; WaSH) and
works closely with relevant government departments.
Scope of Work and Core Responsibilities
Overall Objective
The WASH officer is in charge of the following-up of all the
technical aspects of WASH activities and rehabilitation works conducted by PUI
in the framework of the NGO’s programs. Under the direct management of Deputy
field coordinator for programs, he/she technically assesses the needs, prepares
the Bills of Quantities (BOQs), compares the technical offers from the
suppliers, follows up the implementation of the work and ensures a proper use
of the premises/equipment.
Key Responsibilities
For each WASH construction/rehabilitation activities planned
by PUI, the WASH officer will perform the following tasks:
1. Assessment of Initial Needs and preparation of BoQs
- Conduct
field assessments and coordinate with the different stakeholders to
determine the scope of the work, to be conducted, the resource
requirements, etc.
- Form
community committee for the water supply projects.
- Support
the preparation of the project by forecasting the necessary costs and
duration for the completion of the activity.
- Generate,
in coordination with the different managers, the relevant documents for
the conduction of the project: drawings and plans, BoQs, and design (solar
system , Water network) etc.
- Prepare
the tender documents of civil work.
- Be a
source of proposition during the implementation, suggest modifications
and/or additions to the planned activities, etc.
- Management
of Hygiene Promotion activities, Jerrycans, waste campaign and daily
workers.
- Training
community committee & daily workers.
- Conduct
water quality test and pumping test as per the standards
2.Technical review of suppliers and support in the
contractor selection process
- Assess
relevant markets in the targeted area
- Assess
the capacities and expertise of potential contractors for the
implementation of the construction/rehabilitation, and perform a first
screening;
- Support
the collection of quotations during the procurement process;
- Participate
in the technical review of the offers received by contractors, identify
weaknesses and strengths of each application
3. Follow up the implementation and ensure a correct use of
the equipment
- Supervise
the implementation of the WASH construction/rehabilitation work by the
selected contractor
- Conduct
daily site visits to monitor the progress of the activity.
- Ensure
the full compliance with required standards and specifications.
- Ensure
the compliance with the signed contract (budget, working plan, deadlines,
etc.), and immediately report any deviations.
- Compile
progress reports including cost controlling, scheduling, risks and
management aspects
- Provides
technical input whenever necessary
- Work
with multiple contractors on site to ensure that the interface among them
is properly coordinated.
- Establish
safety and security measures for each activity and ensure that these rules
are respected by the workforce under his/ her supervision and by the
population
- Attend
any required meetings with WASH cluster Hub and the project stakeholders.
- Report
on obstacles regarding the timely achievement of the activity. Provide
technical support and/or refer to relevant stakeholders in order to solve
the problem.
- Review
contractor claims, invoices, etc.
- Prepare
the certification of the tasks achieved by the contractor before each
payment.
- Ensure
the conduction of the hand-over process after the accomplishment of the
work.
4. Support the Health Team in Ensuring an Appropriate WASH
Environment in Health Facilities
- Coordinate
regularly with the Health team to identify and address WASH-related needs
within supported health facilities.
- Provide
technical WASH support to health staff and contribute to the integration
of WASH standards into health activities.
- Monitor
and ensure compliance with national and international WASH standards in
health facilities.
- Conduct
regular assessments of water supply, water quality, sanitation facilities,
waste management systems, and infection prevention and control (IPC) measures.
- Identify
gaps and propose corrective actions to improve the quality and
functionality of WASH services in health facilities.
- Support
the planning, implementation, and follow-up of WASH rehabilitation and
maintenance activities in health facilities.
5. Contribute to the Promotion of Hygiene Awareness and
Capacity Strengthening
- Support
the design, implementation, and monitoring of hygiene promotion activities
targeting communities and health facility users.
- Strengthen
the capacities of local partners, Government Health Office (GHO) staff,
and PUI teams through training, coaching, and on-the-job support on
hygiene promotion and good WASH practices.
- Develop
and disseminate appropriate hygiene promotion materials and key public
health messages.
- Ensure
hygiene promotion activities are culturally appropriate, evidence-based,
and responsive to community needs.
- Promote
community engagement and participation in WASH and hygiene-related
activities.
6. Monitoring, Data Management, Reporting and Budget
Follow-up
- Contribute
to the project development, including budget preparation, review of Bills
of Quantities (BoQs), technical specifications, and activity planning of
wash activities.
- Support
budget forecasting and expenditure monitoring in close coordination with the
Deputy Field Coordinator and relevant support departments.
- Ensure
the use and regular updating of appropriate databases and monitoring tools
to track WASH activities, indicators, and project progress.
- Collect,
compile, analyze, and validate WASH data to support informed
decision-making and program quality.
- Contribute
to the preparation of internal and donor reports by providing accurate and
timely technical and programmatic information.
- Ensure
proper filing, documentation, and archiving of WASH project records on
SharePoint and other designated platforms, in accordance with PUI
procedures.
- Monitor
project achievements against targets and promptly flag delays, risks, or
challenges to management.

Knowledge of classical procurement procedures Proven technical knowledge and skills in the field of
water, sanitation and hygiene promotion - Experience in water quality testing, monitoring, and
reporting. - Experience in conducting surveys, managing data and
statistics. - Experience in water pumping testing, monitoring, and
reporting. |
