Organizational Context
The International Federation of Red Cross and Red Crescent
Societies (IFRC) is the world’s largest humanitarian organization, with a

The mission of the IFRC delegation in Yemen is to support
the Yemen Red Crescent Society (YRCS) in developing itself as a strong NS with
a capacity to deliver services with the required level of effectiveness,
efficiency and accountability in a wide range of areas in strong coordination
with Movement Partners.

Job Purpose
The Project Officer will work under the direct supervision of
the Programme and Operations Manager (P&OM) in Yemen and in close
collaboration with IFRC in-country teams (Logs, Finance, Admin, Security) and
YRCS H2O PEACE project staff.
Under the direct supervision and guidance of the WASH & DM
Coordinator, the Project Officer will provide comprehensive support to IFRC and
YRCS in the implementation, monitoring, evaluation, and reporting of the H2O
PEACE Programme. The incumbent will ensure all activities are aligned with IFRC
policies, donor requirements, and programmatic goals. The role also includes
coordination support with internal and external stakeholders and may extend to
other projects in support of the Delegation’s operational priorities.
Job Duties and Responsibilities
Programme Support
- - Work
closely with the Yemen Red Crescent Society (YRCS) and support the WASH
& DM Coordinator in the planning, day-to-day coordination, follow-up,
assessments, and implementation of H2O PEACE Programme activities,
including both “hard” and “soft” components.

Monitor ongoing activities and provide regular progress updates to the
WASH & DM Coordinator and relevant stakeholders.

Support YRCS in ensuring that programme activities are implemented in line
with approved objectives, workplans, timelines, and budgets.
- - Work
closely with the YRCS PMER Officer to support the establishment and
effective functioning of robust monitoring, evaluation, and reporting
systems.

Ensure all cross-cutting themes such as CEA, PGI, Environment and climate
are mainstreamed throughout the programmatic activities.

Support the development, maintenance, and systematic archiving of accurate
and up-to-date programme documentation, data, and records.
Technical and Operational Coordination
- -
Liaise with IFRC technical units at the MENA Regional Office level to
facilitate the provision of technical guidance and support to YRCS.
- -
Identify implementation challenges, risks, and bottlenecks, and propose
practical recommendations to the WASH & DM Coordinator and YRCS for
timely resolution.

close coordination with YRCS engineers, support the review and
finalization of technical assessments, bills of quantities (BoQs),
drawings, specifications, and tender documents for WASH infrastructure interventions
in targeted communities.

Coordinate with YRCS teams and IFRC Logistics and Finance units to support
the timely preparation, submission, and follow-up of payments related to
WASH infrastructure works and other programme activities.
Compliance and Quality Assurance
- -
Support compliance with IFRC policies, procedures, and the Fundamental
Principles of the Red Cross and Red Crescent Movement across all programme
activities.

Contribute to ensuring that all activities adhere to relevant humanitarian
standards, IFRC frameworks, and donor requirements.
Education
- -
Required: Bachelor’s degree in civil engineering or water and Environment.
- -
Preferred: Master’s degree or equivalent.
Experience
- Required:
- Minimum
4-5 Years experience in WASH and infrastructure programs within the
humanitarian sector (INGOs, UN, RCRC etc.).
- Experience
in project cycle management, report writing, monitoring and evaluation and
capacity building of staff, community groups.
- Experience
in establishing and following monitoring systems to track progress of
implementation.
- Experience
in preparation of BOQs, drawings (Use of auto cad and engineering
software), specifications and tender documents.
- Preferred:
- Experience
in implementation of programs through partners.
- Experience
in water peace and security projects/programs.
Knowledge, Skills and Languages
Required:
- Strong
attention to detail and proven skills in organization and time management.
- Proven
analytical and problem-solving skills and demonstrated attention to
detail.
- Self-starter
with initiative; able to proactively complete tasks to move files forward.
- Ability
to work in fragile context & environment and under pressure. (During
peak project times, emergencies, or missions, irregular or long working
hours may be required).
- Proven
ability to be a supportive and productive team member and a good team
player.
- Computer
knowledge as a user self-supporting in MS Word, Excel and PowerPoint, also
Civil engineering software.
- Fluent
spoken and written English and Arabic.
