Biomed Supervisor
Médecins Sans Frontières (MSF) is an international,
independent, non-profit medical humanitarian organisation that delivers
emergency aid to people affected by armed conflict, epidemics, pandemics,

Médecins Sans Frontières Belgium in Yemen mission is
looking for Yemeni nationals to recruit for the Biomed Supervisor position:
Location: Mocha Project
Contract Duration – 1-year renewable Contract type: Fixed – Term
Reporting to: Logistics Manager
MAIN PURPOSE
Ensuring the implementation, maintenance and
monitoring of the Biomed activities including repairs, maintenance of equipment
and planning of biomed orders according to MSF protocols and standards in order
to ensure the correct use and efficient functioning of the Biomed equipment of
the Project.
Performing autonomously and following up, the
maintenance and correct repair of the biomed equipment in the project and
ensuring regularly that the usual medical maintenance and cleaning are done
properly according to MSF standards and procedures, in order to ensure the
equipment are in perfect running conditions.
Accountabilities
- Super
Supervises and ensures the implementation, monitoring, maintenance and
correct functioning of the biomedical workshop, including spare parts,
technical documentations, tools, etc., including the following tasks:
- Organizing
and participating in the installation and replacement of the equipment and
following up the different maintenance contracts (propose renewal before
they expire)
- Managing
inventory of equipment’s, spare parts with plan for back-up equipment
- Checking
and preparing local and international orders for consumables and spare
parts.
- Participate
in the assessments of local supplier and feasibility studies in his/her
project.
- Support
and participate in the implementation phase, guide and support the
definition of procedures/protocols for the equipment in his/her area of
expertise, and the implementation of corrective and preventive maintenance
tools and documentation, plans the orders and monitors stock levels.
- Trains
the technicians and the users for appropriate usage of the medical
equipment
- Performing
and carrying out, all necessary complex / advanced installation,
maintenance and repair of MSF medical equipment and ensuring that as few
items are out of service at any given time. This includes the following
tasks:
- Organizing
and participating in the installation of biomedical equipment
- Following
the schedule and carrying out preventive and curative maintenance works
for the equipment according to the MSF and/or manufacturer's protocols,
manuals, and recommendations and ensuring that cleaning and simple maintenance
are properly carried out by medical staff
- Reporting
any issues or problems on biomed equipment to his/her supervisor and
proposing solutions (training of staff on a device, operating procedures,
etc.). If maintenance work requires further assistance, documentation or
additional tools, this shall be requested from and provided by his/her
supervisor.
- Managing
the stock of consumable items, filling in the stock cards, carrying out
physical stock inventories, executing orders necessary for renewing stock,
avoiding any shortage
- Responsible
for the equipment and tools, checking they are correctly and safely used,
maintaining and renewing them when necessary and keeping the inventory
updated.
- Keeping
working area clean and tidy.
- Ensuring
that all record sheets and books related to maintenance are always
completed (including date of intervention, replaced parts, problems and
solutions) and preparing needed reports before and after any repair or
required maintenance
- Ensure
a proper management of the medical equipment
MSF Section/Context Specifics
- Good
knowledge of the medical equipment in the project and be able to provide
the general condition and location of this device
- Ensure
regular update of the medical equipment inventory on TMS (Track My Staff).
- Keep
an update list of the medical equipment suppliers.
- Identify
any issues or problems where the equipment is used and propose solution
staff training for a device, operating procedure etc)
- Lead
the user trainings where needed
- Keep
the equipment files and ensure that they are up to date (Identification
cards, maintenance forms, stock cards, warranty certificates, servce
aggreements, …)
- Plan
the daily activities and ensure that the daily maintenances of the
equipment are done.
- Ensure
that the equipment are well maintained in the facilities by the users.
- Regular
update of the maintnenance planning based on the manufacturer manuals or
MSF Biomedical Referential.
- Ensure
with the pharmacy manager the adequate stock of related items (consumables,
accessories and spare parts) for the equipment
- Keep
tracking all the orders, and ask for support if case of delay or emergency
- To
follow up schedule of outsourced maintenance and supervise service of
external contractors
- Maintain
good communication between Logistics, Medical and Supply in the management
of the medical equipment
- Plan
periodic refresher training for users of biomed equipment and to recommed
standard procedure for handling and managing biomed equipment.
- With
the agreement of MSF medical team and in collaboration with the MoH,
supoort when needed the maintenance of MoH biomed equipment and provide
recommended solution.
The above mentioned activities and responsibilities
are not comprehensive and staff may be assigned additional responsibilities or
tasks as required be his/her line manager
Requirements
Education
- Diploma
as Biomedical engineer / Electronic technician, Electronic engineer
- Demonstrable
technical skills and understanding
Experience
- Experience
as a biomedical technician. (Minimum 2 years’ experience with MSF and/or
any other INGO or medical organization)
- Supervisor
level experience
- Pedagogical
skills are an asset.
Language:
- Mission
language and local language essential
Knowledge:
- Know
and understand all the biomedical devices present on the project(s)
including the operating principle, use and technical documentation, of
each biomedical equipment on the project/mission
