Position: Child Protection and CRG Advisor

ROLE PURPOSE:
As a member of the Programme Development & Quality (PDQ)
Team and Under the general direction and guidance of the Director of Programme
Development and Quality and working closely with the CP CRG Advisor and the
other Technical Advisors (TAs), the CPMHPSS Specialist will be responsible for
developing and articulating a full spectrum Child Protection and MHPSS
strategy. In close coordination with the program operations team, the CPMHPSS
Specialist will provide technical guidance and oversight in the development,
implementation, monitoring and reporting of all MHPSS activities across CP and
other sectors, education, Health and other sectors as applicable -, ensuring
implementation in a high quality and timely manner reflective of gender, inclusion
and other key cross-cutting considerations. This includes mainstreaming MHPSS
approaches across programmes, as well as stand-alone CP CRG programming. This
includes developing and implementing technical capacity building plans for SCI
and partners staff. -. The CPMHPSS Specialist will be a technical lead on
developing high quality concept notes and proposals in close coordination with
awards, partner organizations and the field teams, aimed at Expanding the MHPSS
portfolio.
CPMHPSS Specialist will develop and maintain strong
relationships with Government, UN, INGOs and local partners. In addition to
ensuring program development and quality, S/he will represent SCI and actively
participate on Child Protection Sub-cluster, protection cluster /working groups,
be an active participant in the regional MHPSS community of practice, and
closely collaborates with SCI advocacy and communications team.
KEY AREAS OF ACCOUNTABILITY:
Comply with Save the Children policies and practice with
respect to child protection, code of conduct, health and safety, equal
opportunities and other relevant policies and procedures.
Programme Quality
- Provides
technical leadership relevant to CP CRG MHPSS. This includes the
development of Yemen technical programming guidance, in line with global
and regional technical guidance and evidence base; input into country
program strategies, and specific project technical inputs and support in
line with SCYemen theories of change and pathways
- Offer
a roving support to the Child Protection teams through our field offices
and partners supporting programme quality of Save the Children’s
child protection programming.
- Offer
a roving support to the other sectors teams through our field offices and
partners supporting programme quality related to MHPSS activities in
their respective projects.
- Support
the start-up of CP and MHPSS projects/programmes including multi-location
projects/programmes by organising kick-off meetings, ensuring completion
of the required documentation.
Work collaboratively with other sectors on ways to integrate
child protection, MHPSS Adolescents and youth with other programmes, where
relevant, in order to maximize impact for
- children,
adolescents and youth;
- Oversee
the MHPSS WG to generate tools and guidelines helping teams across sectors
.
- Working
with the other TA’s , Programme Managers and Awards Management Unit,
support preparation of high quality donor reports and ensure that there is
alignment between the narrative and financial
- Develop
and review national proposals and reports for donors and members to ensure
that proposed MHPSS activities are aligned with local needs, best practice
guidelines and donor priorities.
- Advise
on staffing structure and allocation of resources to ensure the quality
and safety of MHPSS programs.
- Lead
on MHPSS sections and CP of country-level needs assessments and liaise
with donor and member office representatives on an ongoing basis to ensure
that expectations for MHPSS programming are consistent with operational
considerations and capacity in the field.
- Programme
Design & development
- Participate
in developing the CSP for SCI Yemen in addition to the position
statements, methodologies, and frameworks related to CP, MHPSS and
Adolescents and youth theories of change and relevant technical subject
matter
- Coordinate
programme design and development processes in the field with
beneficiaries, CP and other sectoral staffs and local authorities to build
consensus on the needs, interventions, target locations and ensure that
required information is shared for programme design and development;
- Work
with colleagues from other sectors to coordinate on and integrate
programing to ensure children adolescents, and youth’s CP and MHPSS needs
are met in a holistic manner during programme implementation;
- Ensure
lessons learnt inform the design and implementation of new
projects/programmes.
Review and contribute to regional and global level MHPSS
strategy and policy documents
- Monitoring
and Evaluation Accountability and Learning
- *
Document lessons learned, best practices and case studies to shape
in-country strategies and programme approaches, and contribute to learning
in other sectors.
- Support
knowledge sharing across the Child Protection teams, and in coordination
with other sectors, and ensure that monitoring and evaluation results are
understood and used to improve programmes in the field
- Establish
robust Monitoring, Evaluation and Learning (MEAL) mechanisms for MHPSS at
the national level, in line with regional and global guidance, working
with MEAL colleagues to identify appropriate validated psychometric tools
and/or develop robust qualitative tools to assess relevance, effectiveness
and quality of the interventions offered, and to improve programme
implementation and reporting.
- Support
production and consolidation of programme/project reports from the field
and share these with the awards;
- Work
with the Child Protection advisor to develop programme quality assurance
tools for CP , such as needs assessment tools, programme level indicators,
quality checklists for use in spot checks; and develop programme quality
assurance tools for adolescents and youth and MHPSS
- Conduct
regular visit to project sites to ensure that teams are appropriately
supported to implement quality programmes;
- Participate
and support CP sector programme reviews at field office levels including
joint Field Office reviews for multi-location grants.
Capacity building & Team work
- Conduct
capacity gaps assessment to identify staff, partners and stakeholders CP
and MHPSS training needs;
- Support
CP and MHPSS capacity building activities for staff, partners,
beneficiaries, as well as civil society and government actors;
Provide on-going technical support to staff, partners and
other CP and MHPSS actors to improve quality of our interventions;
Support staff and partners to understand and perform their
roles in CP Adolescents Youth and
- MHPSS
programme design, implementation, reporting and management;
- Support
the CP Adolescents and youth and MHPSS recruitment processes and training
of staff as well as their professional development;
- Facilitate
the development and implementation of detailed annual work plans and key
quarterly deliverables for CP and MHPSS projects or project components by
field teams;
- Actively
support team cohesion and a positive work environment for CP teams.
External Relations
- Cultivates
relationships with major gift donors and foundations to advocate for
increased funding for MHPSS and child protection.
- Represent
and advocate for Save the Children in clusters and other interagency fora
to ensure Save the Children is seen as the lead international agency in
terms of innovation and quality of implementation in Child Protection and
MHPSS;
- As
assigned by the CP CRG Advisor, represent Save the Children and actively
engage in the Protection Cluster, Sub-clusters & Working Groups
ensuring that Save the Children’s contribution is highlighted and
acknowledged;
- Participate
in the development & review of protection SOPs, protocols, tools and
Minimum standards for Child Protection at an inter-agency level;
- Work
with the CP advisor to clearly articulate the child protection advocacy
messages for the Yemen Country Office. And other TA’s on adolescents and
youth advocacy messages.
- Engage
in national and regional MHPSS discussion fora to ensure that SCI -Yemen
accesses opportunities to engage in innovative MHPSS programming
initiatives, training initiatives, and funding streams.
EXPERIENCE AND SKILLS
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
- A
child protection professional with a Bachelors’ degree in child
protection,Psychology, law, social work or relevant field, or equivalent
qualification.
- Significant
professional experience of at least 3 years, including experience working
at a management or technical level in child protection MHPSS for
international NGOs.
- At
least 3 years professional experience working with MHPSS, in child
protection and/or other thematic areas, in humanitarian/conflict contexts
- Experience
with participatory approaches when working with adolescents and youth
- Excellent
understanding of the child protection sector, particularly issues related
to child protection in emergencies, case management, family separation,
and mental health and psychosocial support.
- Clear
understanding of the intersection of child protection and MHPSS with other
thematic areas.
- Proven
representation skills.
- Strong
commitment to capacity building of staff and partners with willingness to
adopt participatory and consultative approaches.
- Experience
with child protection programming in humanitarian settings absolutely
required.
- Experience
writing donor funding proposals for large institutional grants in excess
of US$1 million.
- Ability
to compile narrative sections and thematic budgets for proposals; ability
to edit/write narrative reports, with reference to financial reporting
- Highly
developed interpersonal skills with the ability to communicate and
negotiate clearly and effectively at all levels, taking into account
cultural and language considerations.
- Highly
developed oral and written communication skills including influencing,
negotiation and coaching
- Highly
developed cultural awareness and ability to work well with people from
diverse backgrounds and cultures.
- Strong
results orientation, with the ability to challenge existing mind-sets.
- Experience
solving complex issues through analysis, definition of a clear way forward
and ensuring buy in.
- Ability
and willingness to dramatically change work practices and hours, and work
with incoming surge teams, in the event of emergencies.
