Job Description
CARE Yemen is seeking a Head of Programs to lead our program
portfolio wherever CARE Yemen implements. As a vital member of the Country
Leadership Team, you will be accountable for portfolio results, implementation,
program quality, grant oversight, partnerships, and resource mobilization. Your
primary objective is to turn the Country Strategy into a deliverable and
affordable portfolio that effectively meets community priorities, donor
commitments, and CARE standards. This role brings these critical functions
together within a unified operating model, where you will lead and develop the
capacity of five direct reports.

Key Responsibilities
JOB RESPONSIBILITY 1: Portfolio leadership,
implementation and grant oversight
- Translate
the Country Strategy into one IRG portfolio plan. Set priorities across
grants, sectors and locations, and agree measurable results and resource
needs with the Country Director.
- Hold
field management accountable for implementation and the grant-management
function accountable for award performance. Keep day-to-day delivery with
the Field Manager and Deputy Field Manager; require the Program
Coordinator to track delivery, budgets, risks and donor commitments in
depth.
- Chair
monthly portfolio reviews using implementation progress, expenditure,
forecasts, procurement dependencies, staffing, partner performance and
risk data. Assign corrective actions, owners and deadlines; verify closure
and escalate unresolved risks to the Country Director.
- Oversee
grant start-up, implementation, amendments and close-out. Review narrative
reports against verified results and Finance-approved figures; secure
required internal and donor approvals before changing scope, budgets or
commitments.
JOB RESPONSIBILITY 2: Program quality, evidence and
accountability
- Hold
the program-quality function accountable for common technical standards,
MEAL, information management, accountability and learning across the
portfolio. Require practical quality plans, resourced monitoring and
timely technical support.
- Ensure
needs analysis, gender and power analysis, conflict sensitivity, inclusion
and protection inform design and delivery. Check that women, girls and
marginalized groups can safely participate and influence program
decisions.
- Use
monitoring, evaluations and community feedback to assess outcomes and
change delivery where results or quality fall short. Track agreed
improvements and carry lessons into new proposals.
- Ensure
community feedback and response mechanisms are accessible, confidential
and responsive. Require safe referral of safeguarding concerns through
designated channels and timely follow-up of program complaints.
- Ensure
reliable indicator and reach reporting, data-quality checks and secure
handling of participant information. Review evidence with technical and
MEAL leads before approving.
JOB RESPONSIBILITY 3: Program development and resource
mobilization
- Lead
resource mobilization with the Country Director and hold the
program-development function accountable for a current, prioritized funding
pipeline. Match opportunities to strategy, partner strengths, delivery
capacity and portfolio sustainability.
- Lead
program positioning with CARE Member Partners and donors. Present credible
results and funding priorities, develop new opportunities and agree clear
follow-up on donor and CARE network engagement.
- Direct
concept and proposal development, contributing hands-on to design, results
frameworks and major narratives. Bring field, quality, partnerships and
support functions into design early.
- Ensure
Go/No-Go decisions, proposal reviews and CARE internal agreements are
completed. With Finance, test full costs, staffing, shared costs, match
requirements and funding risks before submission.
- Negotiate
program roles and delivery arrangements with prospective partners and
consortia.
JOB RESPONSIBILITY 4: Partnerships and program
representation
- Hold
the partnership function accountable for equitable partner selection, due
diligence, agreements, capacity strengthening and performance follow-up,
working with Finance and other responsible functions.
- Involve
local partners in design, decisions and learning. Agree clear roles,
budgets, reporting and risk-sharing arrangements; address delivery or
compliance concerns jointly and escalate serious issues.
- Represent
CARE on program and donor matters when delegated. Ensure relevant teams
participate in technical and coordination forums and use these
relationships to improve coverage, quality and collaboration.
- Provide
program information for engagement with authorities. Formal government
liaison, official correspondence, permissions, regulatory approvals and
access negotiations remain with Access and Liaison under the Program
Support Director.
JOB RESPONSIBILITY 5: Team leadership and management
- Line-manage
the Field Manager, Program Quality Manager, Program Coordinator, Senior
Partnership Officer and Program Development Coordinator. Set clear
objectives and decision rights for each function.
- Run an
integrated program management team with joint priorities and shared review
of results. Resolve competing demands between delivery, quality, grants
and funding without recreating separate hub management layers.
- Apply
CARE performance management: agree annual objectives, give regular
feedback, address underperformance and complete reviews. Coach direct
reports and establish practical development and succession plans.
- Review
workloads, skills and staffing against confirmed grants and the funding
outlook. Propose affordable changes with People and Culture and Finance
for Country Director approval; protect essential delivery and control
capacity.
- Model
CARE values, respectful conduct and accountable leadership. Promote staff
wellbeing and an inclusive workplace and ensure staff understand
safeguarding obligations and reporting.

- CARE

Required Qualifications & Experience
- A
Bachelor's degree in development studies, social sciences, management, or
a related field (or equivalent education and relevant work
experience).
- At
least eight years of progressively responsible humanitarian or development
experience.
- Five
years of experience managing multi-sector programs and teams in a complex
operating context.
- Proven
experience managing institutional donor grants, covering implementation,
budgets, forecasts, risk, compliance, and reporting.
- Demonstrated
success in resource mobilization, donor engagement, proposal development,
program design, and costing.
- Sound
judgment in program quality, MEAL, gender equality, safeguarding,
community accountability, and evidence-based decision-making.
- Experience
in equitable local partnerships, joint planning, capacity strengthening,
and due diligence.
- The
ability to solve complex, non-recurring problems across a multi-grant
portfolio where technical quality, funding, partner capacity, and security
may pull in different directions.
Desired Qualifications
- A
relevant master's degree.
- Experience
in Yemen, working with consortia, humanitarian and resilience programming,
and organizational change.
- Comply
with all relevant CARE policies and procedures with respect to child
protection, workplace environment, employee code of conduct and all other
related subjects.
