JOB TITLE: Program Assistant FSL
LOCATION: Aden, Yemen (Frequent Travel to Field Areas)
CONTRACT DURATION:  6 Months (Extendable based on performance and funding)

SALARY GRADE: According to SIF’S National Staff Salary Scale

Purpose of the Position:

Under the supervision of the Program Officer FSL, the Program Assistant FSL supports the planning, implementation, monitoring, and reporting of Food Security and Livelihoods projects in line with SIF and donor standards, procedures, and timelines. The position supports activities from needs assessment and beneficiary identification through field implementation, distribution, monitoring, and reporting.

Duties and Responsibilities:

Project development:

  • Assist in environmental scanning to identify apparent or emerging FSL needs, collection of evidence through needs
  • assessments and secondary sources from relevant sources.
  • From evidence available, assist in identification of priority intervention areas which are responsive, effective,
  • efficient, and within the organizational mandate.
  • Participate in project design, production of concept notes, proposals, budgets, and plans.
  • Assist in reviewing and adjusting interventions based on the evolving needs of beneficiary groups.

Program implementation:

  • Assist the implementation of projects across various locations in Yemen
  • Support the creation of quality work plans and related documentation for SIF projects, including the Activities Term of Reference (ToRs)
  • Assist in conducting assessments and surveys, compiling comprehensive reports.
  • Prepare distribution schedules and other necessary documentation to ensure efficient distribution of commodities within the operational areas.
  • Facilitate communication with communities and stakeholders during baseline evaluations.
  • Raise any necessary Internal Order Form under the scope of FSL and Protection component,
  • Plan and supervise effective distribution of commodities to selected and verified beneficiaries.
  • Support training sessions for field teams, community volunteers, or partners on project implementation or data collection tools.
  • Be in charge of preparing, verifying, and finalizing the list of beneficiaries in coordination with field teams and relevant stakeholders to ensure accuracy and transparency
  • Liaise with field teams to ensure efficient and effective project implementation.

Monitoring and reporting:

  • Participate in monitoring and contribute to the compilation of monitoring reports including activity reports
  • Report regularly to the Program Officer on project management issues and preparing project progress reports.
  • Organize and participate in review meetings under the supervision of the Program officer.
  • Support the development and updating of Project Management Plans (PMPs).
  • Maintain routine correspondence and proper filing of important documents.
  • Collaborate with the program team and MEAL department to prepare periodic and end-of-project narrative reports.

Other Responsibilities:

  • Actively participate in project events, including meetings, workshops, and trainings.
  • Implement project operating procedures alongside project team members.
  • Perform other duties necessary to the well program implementation as assigned by the supervisor and/or management.
  • Be the Child Safeguarding Focal point for Aden office and support the Child Safeguarding Policy implementation

Qualifications and Experience

  • University degree or diploma in Development Studies, Community Development, or another relevant social science field.
  • At least three years of relevant experience in program implementation with an international humanitarian NGO.
  • Previous experience working on Food Security and Livelihoods (FSL) programs.
  • Relevant field experience in community mobilization, consultation, and collaboration.

 
Required Skills

  • Excellent written and spoken Arabic and English.
  • Strong organization and work-planning skills, with the ability to manage a high workload.
  • Confident use of Microsoft Office, particularly Excel and Word, and electronic communication tools, kobo Toolbox.
  • Strong interpersonal and cross-cultural communication skills.
  • Ability to establish and maintain effective working relationships with people from different cultural backgrounds.
  • Ability to liaise with national authorities, NGOs, and other agencies.
  • Flexibility and adaptability in changing operational conditions.
