Médecins Sans Frontières France is looking for Yemeni
nationals to recruit in medical department, Amran governorate for the following
position:
WASTE AREA TECHNACIAN
Location: Amran Governorate – Khamer.
Contract type: Fixed term Contract 6 months - Renewable.
Reporting to: Watsan Supervisor / Log Manager.
Main Purpose:
Performing autonomously, specific complex / advanced
installation, maintenance works and repairs depending on technician’s
specialization (requiring special/qualifications/training), according to
supervisor’s instructions and MSF standards and procedures, in order to ensure
a proper functioning and maintenance of MSF equipment, installations and
infrastructures.
In the frame of these activities, he/she will:
- Performing
autonomously, all necessary complex / advanced installations, maintenance
and repairs (i.e. requiring special qualifications/training), according to
the supervisor’s instructions and executes any needed tests after any
repair or maintenance. Including the following functions:
- Qualified
Electrician
- Qualified
Mechanic
- Biomed
Technician
- Waste
area technician
- Making
suggestions regarding any repair or maintenance work needed in MSF
electrical installations, equipment and/or vehicles and assisting
logistics department for any relative work needed.
- Managing
the stock of consumable items, filling in stock cards, carrying out
physical stock inventories, executing orders necessary for renewing stock,
avoiding any shortage.
- Responsible
for the equipment and tools, including extinguishers, checking they are
correctly and safely used, maintaining and renewing them when necessary
and keeping the inventory updated.
- Keeping
working area clean and tidy.
- Ensuring
that all record sheets and books related to logistical maintenance are
always completed.
- Preparing
needed reports before and after any repair or required maintenance.
- Immediately
informing the line manager of any problems that arise in the course of the
work, particularly with regard to damage, loss, theft or attempted
break-ins
- Working
in collaboration with other specialised technicians and workers, if
necessary, or managing a small team of workers.
- Wear
the PPE appropriate to the activities being carried out.
MSF Section/Context Specific Accountabilities:
1. Waste Management:
- -
Receive, record, and temporarily store in a safe manner the different
categories of waste to be treated.
- -
Store the waste in temporary storage rooms or areas according to its type.
- -
Ensure waste is received and handled in accordance with MSF protocols.
2. Waste Treatment:
- -
Treat combustible waste by incineration (medium or high temperature) in
accordance with MSF protocols.
- -
Process glass waste by crushing.
- -
Treat sharps by reducing their containers.
- -
Dispose of the untreated organic waste in the organic pit.
- -
Report any problems related to waste sorting to the line manager or to the
activity supervisor and/or manager concerned.
3. Operation of Semi-Industrial Incinerators:
- - Ensure
that the equipment is in good condition: cleaning of surfaces, integrity
of metal elements and joints, integrity of electrical elements, integrity
of refractory elements.
- -
Ensure correct operation of the incinerator: check operating parameters
(set temperature, burner and fan settings), and fuel system (valves,
filters, pump, meter, level, etc.).
- -
Ensure the correct use and safe operation of the incinerator, monitor the
general behaviour of the incinerator and act accordingly to preserve the
equipment.
- -
Apply the protocols for the use of the incinerator: loading (type of
waste, quantity/weight, frequency, temperature of the chambers, etc.), ash
removal.
- -
Monitor the general behaviour of the incinerator (temperature rise,
presence of smoke, overpressure,
- etc.)
and act accordingly to preserve the equipment (temperature peaks,
malfunctions, etc.) to ensure optimum incineration.
- -
Immediately inform the responsible Supervisor or Manager in the event of
problems, malfunctions, difficulties in carrying out tasks, or if a
situation requires the intervention of a specialist technician.
4. Information Collection and Reporting:
- -
Record daily data on monitoring sheets and reporting media (amount of
waste processed, amount of ash generated, amount of fuel used, hours of
operating, spare parts used, incidents, etc.).

Send monthly data to the Supervisor or Manager in charge for recording in
MEMO.
5.Fault management and maintenance of semi-industrial
incinerators:
- -
Carry out preventive maintenance operations according to the Equipment
Maintenance Plan in collaboration with the specialised technicians
(electrical and mechanical);
- - To
intervene in the event of incinerator malfunctions or first level
breakdowns (curative maintenance), contacting the Supervisor or Manager in
charge for the rapid intervention of specialised technicians (electrical
and mechanical) if necessary to ensure the continuity of the incineration
activity;
6. Procurement:
- -
Ensure that the various PPEs are always available.
- - Know
the stock levels of the items needed for the activity.
- -
Order the necessary items from the Supervisor or Manager in charge.
- -
Receive and record ordered items in the waste area.
- -
Ensure that sufficient fuel is available for incineration activities.
- -
Report any problems to the Supervisor or Manager in charge.
7. State of the infrastructure:
- -
Report the need for maintenance of infrastructure, equipment, and renewal
of materials and tools.
8. Safety:
- - Wear
the appropriate PPE for each activity.
- -
Ensure that access to the area is restricted to authorised persons only.
- -
Inform the supervisor immediately in the event of an incident or accident
(e.g., blood exposure accident during waste handling).
- - Know
the protocols for the use of the BE kit and ensure that they are in place.
- -
Ensure the presence and/or proper functioning of safety equipment:
eyewash, firefighting equipment (sandbox, fire extinguishers, etc.)
9. Cleanliness of the site:
- -
Ensure that the area is clean, with no litter on the ground.
- -
Clean the bins (and other materials used if necessary) with a detergent,
then disinfect them with a 0.1% chlorine solution before drying.
- -
Check that the waste pit doors are kept closed and in good condition.
- -
Ensure that pits ventilation is working.
- -
Ensure that rainwater drains are in working order.
- -
Report the presence of vectors on the site (rodents, flies, ants, etc.)
and ensure that the control devices are working properly.
REQUIREMENTS
Education
- Technical
Certificate or Diploma in Electrical/ Mechanical Engineering - Essential.
Experience
- Minimum
one year of previous Experience in Waste Management & Waste
Segregation or similar-Essential.
- Desirable
previous experience in MSF or Other NGOs.
- Experience
in Maintenance & Management of Incinerators- Desirable.
Languages
- Language
of the mission essential, local language desirable
