Médecins Sans Frontières Belgium is looking for Yemeni
nationals to recruit for the following position:
PROJECT SUPPLY CHAIN MANAGER
Location: Aden - Coordination office
Contract duration: One year renewable
Contract type: Full time contract
Reporting to: Supply Chain Coordinator
Main Purpose:
Defining, coordinating and monitoring the mission supply
chain activities according to MSF protocols, standards and procedures in order
to ensure the optimal running of the project.
Key of responsibilities:
- In
collaboration with the Supply Chain Coordinator, planning, establishing
and reviewing the supply activities in the mission including its budget,
in order to identify and optimize the response to the needs of the mission
and the targeted population
- Monitoring
and ensuring the efficient and smooth running of the following supply
activities: order processing, physical (warehousing) & administrative
(management) stock management, local purchase management, freight
management, supply administration and implementation of standard supply
tools.
- Ensuring
the availability of relevant management data to the owners of the stock,
project and capital coordination (expired drugs, risk of shortages, stock
reports, lead time, pipeline, etc.).
- Managing
the supply team in coordination, and in collaboration with SupplyCo,
participating in the planning and implementation of HR associated
processes (recruitment, training, briefing/debriefing, evaluation,
detection of potential, development and communication) of the staff under
his / her responsibility in order to ensure both the sizing and the amount
of knowledge required to correctly perform all supply activities
- Participating
in monthly reporting according to guidelines.
MSF Section/Context Specific Accountabilities
- Ensure
direct line management of the Procurement Supervisor and Customs &
Transport Supervisor, including clear objective setting, regular
follow-up, performance appraisal, and identification of training needs.
- Strengthen
the organization and coordination of the supply team, ensuring clear
roles, efficient communication, and proper task distribution across
procurement, transport, and stock management functions.
- Support
the development of national staff through coaching, on-the-job training,
and capacity-building plans, ensuring sustainability and continuity of
supply activities.
- Ensure
full compliance of procurement and supply activities with MSF OCB
standards and procedures, including proper documentation, validation
processes, and audit readiness.
- Supervise
and validate key procurement processes, ensuring transparency,
competitiveness, and adaptation to the local market conditions.
- Oversee
importation and customs clearance processes, ensuring anticipation of administrative
requirements, proper documentation, and close follow-up with relevant
authorities and stakeholders.
- Ensure
efficient transport planning and follow-up (international, regional, and
local), minimizing delays and optimizing cost-efficiency.
- Monitor
supply chain performance indicators (lead times, stock levels, order
status, pipeline) and ensure timely reporting and analysis to support
decision-making at project and coordination level.
- Anticipate
and mitigate supply chain risks related to the Yemen context (access
constraints, regulatory environment, supply market volatility), and
propose adapted solutions.
- Ensure
close collaboration with medical and logistical teams to align supply
activities with operational priorities and evolving project needs.
- Contribute
to the definition and follow-up of the coordination supply strategy and
annual planning (budget, HR, activities) in coordination with SupplyCo.
- Ensure
proper use and maintenance of MSF supply management tools and data
systems.
- Support
emergency response activities by ensuring preparedness of the supply chain
(contingency stocks, supplier mapping, rapid procurement capacity).
- Provide
gap filling operational support to projects, including temporary cover of
warehouse management when required.
QUALIFICATIONS AND SKILL REQUIREMENT
Education:
- Essential
degree and specialization in Supply Chain Management required.
- Pharmaceutical
knowledge and Business Administration are asset
Experience: Minimum 4 years of experience
in supply chain in a similar position.
Languages: English (B1 independent user of mission working
language) and Arabic.
Knowledge: Computer literacy.
